8 The Pañcatantra: First Tantra

Kings are as hard and cold as mountains; and they are always
            surrounded by unscrupulous persons. (1.10)
“Most correct,” Damanaka agreed, “however when a king
becomes angry, it is necessary to flatter him. The friend of the
king must be considered one’s friend, and likewise his enemy
should be considered one’s enemy. His gifts must be accepted
with appreciation. In this way the king can be brought round
         without resorting to charms.”

“Since that is the situation,” Karaṭaka agreed, “it is in your hands
now. May Bhagavān—the Supreme Lord who possesses all fame,
knowledge, beauty, opulence, strength and renunciation—grant

me after such a long time?”

The cunning jackal replied, “Your Majesty! Even though my
master feels that I have no service to offer, still it is my duty to
come forward when the situation demands it. A king requires
the support of three types of persons, the high, the middle, and
the low. For as it is said ...

If a king requires an insignificant twig to pick his ear or tooth,
then how much more valuable to him is a man who has two
hands and the power of speech? (1.11)
Damanaka continued, “We served your majesty loyally and
remained faithful to you even in hardest of times. Still our
posts were taken away from us. This was unjust on your part.
The blame lies with you and not with the ministers who have
          replaced us, for ...
